Rail Worker Registration

Register Rail Workers

Contractors must ensure their employees working on Downer projects are competent and qualified.

Downer requires all rail workers to hold a valid Rail Industry Worker card with the relevant project roles to work on site.

This section applies to workers deemed to be working in the rail corridor or “Red” zones (delineated live rail environments) who must comply with the Rail Safety Act and project-specific requirements.

If you are working on Sydney Growth Trains or Transport Access Projects at Homebush, Panania, Harris Park, Toongabbie, or Victoria Street stations, you must hold a current RIW card OR obtain an exemption from Downer. If you have been given an exemption, please contact Pegasus.

This process should be followed only after your business has been registered in the Downer Contractor System.

I don’t have a RIW card but will need one

If your employee is a rail worker on a Downer project, then they will need a RIW card.

Once they have a RIW card, you must go to the Downer Contractor Management System to select their roles and inductions for the relevant Downer project. Please refer to the steps below.

Step 1 > Register in the Rail Industry Worker system

If your company or employees are not existing Rail Industry Worker cardholders, you must first register your company in the system by supplying name, ABN and other details. You will then receive a login to begin adding your employees and uploading documents to support their qualifications and competence.

As part of your application, you will be asked to select these two RIW roles to submit a card application.

  • Around the Track Personnel – National
  • TfNSW – Operator 

You will receive an email confirmation once an Australia Post ID check has been approved. Your employee’s profile can next be accessed in the Downer portal where you may select the relevant roles.

After their RIW card is APPROVED, you move to the Downer Contractor Portal to complete your rail worker’s registration.

Step 2 > Apply for roles in the Downer Contractor System

With your employee’s new RIW card number, you may apply for role/s for them in the Downer Contractor System to work for Downer.

Login to the system using your Rail Industry Worker system details (select the Register/Login button at the top of this page).

In the Downer Contractor System click Manage Card Data to select the relevant worker, then process to select their work roles depending on the project they work on:

  • HCMT Packenham East Depot Project – RIW Cardholder
  • Newcastle Light Rail Project – RIW Cardholder
  • Transport Access Project – RIW Cardholder
  • Sydney Growth Trains Project – RIW Cardholder

Upload required competencies for the selected role – Building and Construction Industry Induction (White) card, and relevant site inductions booked during registration.  Contractors working at Victoria Street Station will also be required to hold the ARTC National Contractor Induction, and must upload their certificate.

Site inductions cost $10 + GST per RIW cardholder. Submit to finalise.

I already have a RIW card

If your employee is a rail worker on a Downer project, then they will need to hold certain roles on their RIW card

Once you’ve selected the appropriate RIW roles for them, you must go to the Downer Contractor Management System to select their roles and inductions for the relevant Downer project. Please refer to the steps below.

Step 1 > Select the correct roles in the Rail Industry Worker system

Login to the Rail Industry Worker System and select to Manage Employees. Choose your employee who will work for Downer, and ensure they hold both of these roles:

  • Around the Track Personnel – National
  • TfNSW – Operator 

After these roles have been approved, you will move to the Downer Contractor Management System to complete your rail worker’s registration to work for Downer.

Step 2 > Apply for roles in the Downer Contractor System

Login to the Downer Contractor System using your Rail Industry Worker system details (select the Register/Login button at the top of this page).

In the Downer Contractor System click Manage Card Data to select the relevant worker, then process to select their work roles depending on the project they work on:
